Propuesta de participación de la comunidad educativa para mejorar la planificación institucional, en la Institución Educativa N° 62479 del caserío de Independencia, distrito de Yurimaguas, provincia de Alto Amazonas, región Loreto, 2018

Abstract

El presente trabajo académico tiene por finalidad, fortalecer la gestión escolar y por ende la mejora de la planificación institucional consensuada. La identificación del problema se realizó a partir del diagnóstico realizado con la participación de la comunidad educativa; teniendo en cuenta las necesidades del contexto. El estudio materia de investigación se ha denominado: “Propuesta de participación de la comunidad educativa para mejorar la planificación institucional, en la Institución Educativa N° 62479 del caserío de Independencia, distrito de Yurimaguas, provincia de Alto Amazonas, Región Loreto, 2018”, que tiene como objetivo general diseñar una propuesta de participación de la comunidad educativa para mejorar la planificación institucional. Como metodología se utilizó la investigación acción participativa, de tipo aplicada, con enfoque cualitativo. La técnica seleccionada fue la entrevista semi-estructurada y se utilizó como instrumento de recojo de información la guía de entrevista; el mismo que estuvo conformado por un conjunto de preguntas con respecto a las variables que están sujetas a medición, que permitió recoger información relevante respecto a la participación de la comunidad educativa organizada en la planificación institucional. Conociendo que esta planificación institucional es el resultado de una construcción en comunidad, donde se involucra a todos los actores para alcanzar las metas y los objetivos propuestos, para lo cual se ha determinado un conjunto de acciones de tal manera nos permita asegurar la participación organizada de la comunidad educativa en la planificación institucional, frente al cual se ha planteado la alternativa de solución: “Propuesta de participación de la comunidad educativa organizada para mejorar la planificación institucional”, para el logro de la propuesta se ha hecho una revisión de diferentes teorías que le dan el sustento a la propuesta. Después de haber concluido con el diagnóstico, los resultados afirman que los docentes y padres de familia participantes de la entrevista realizada reconocen la participación limitada en la planificación institucional específicamente en la elaboración de los documentos de gestión, llámese PEI, PCI, PAT, RI, entre otros, y señalan que mayormente solo se encargan de aprobar actividades y documentos de gestión. Además, confirman la escasa participación activa del CONEI y Municipio Escolar. Sin embargo reflexionando sobre los aportes de Kenneth Leithwood, 2009, considero que la planificación es un proceso vital para cualquier organización y específicamente para una institución educativa, porque permite identificar los objetivos que se desean lograr y al mismo tiempo plantea estrategias cómo alcanzarlos, así como evaluar lo que debemos mejorar, permite tomar decisiones eficaces en forma conjunta, oportuna y pertinente para el logro de los objetivos institucionales, bajo el enfoque colaborativo liderado por el director o equipo directivo.

The purpose of this academic work is to strengthen school management and therefore the improvement of agreed institutional planning. The identification of the problem was made from the diagnosis made with the participation of the educational community; taking into account the needs of the context. The study subject of investigation has been called: "Proposal for the participation of the educational community to improve institutional planning, in the Educational Institution No. 62479 of the village of Independencia, district of Yurimaguas, province of Alto Amazonas, Loreto Region, 2018", whose general objective is to design a proposal for the participation of the educational community to improve institutional planning. As a methodology, participatory action research was used, of an applied type, with a qualitative approach. The selected technique was the semi-structured interview and the interview guide was used as an instrument for collecting information; the same one that was made up of a set of questions regarding the variables that are subject to measurement, which allowed collecting relevant information regarding the participation of the organized educational community in institutional planning. Knowing that this institutional planning is the result of a community construction, where all the actors are involved to achieve the proposed goals and objectives, for which a set of actions has been determined in such a way that it allows us to ensure the organized participation of the educational community in institutional planning, against which the alternative solution has been proposed: "Proposal for the participation of the organized educational community to improve institutional planning", to achieve the proposal, a review of different theories has been made. They support the proposal. After having concluded with the diagnosis, the results affirm that the teachers and parents participating in the interview carried out recognize the limited participation in institutional planning, specifically in the elaboration of management documents, called PEI, PCI, PAT, RI, among others, and point out that they are mostly only in charge of approving activities and management documents. In addition, they confirm the limited active participation of CONEI and the School Municipality. However, reflecting on the contributions of Kenneth Leithwood, 2009, I consider that planning is a vital process for any organization and specifically for an educational institution, because it allows identifying the objectives that are desired to be achieved and at the same time proposes strategies how to achieve them, as well as evaluating what we need to improve, allows us to make effective decisions in a joint, timely and relevant manner
